Two Air-Raid Victim Identification Cards

“Ausweis für Fliegergeschädigte”

These were identification cards issued to civilians affected by aerial bombing.

Both cards identify Wilhelm Kappler and include references to his wife, Toni, née Epp. The visible dates are:

• 18 September 1944

The cards contain official Karlsruhe stamps, handwritten information and signatures. Their presence suggests that the Kappler household was registered as having suffered wartime air-raid damage on more than one occasion or required renewed documentation during 1944.

Such cards were used to identify people affected by bombing and assist them in obtaining emergency support, rationed goods, accommodation or other relief. Individual surviving examples are considerably less commonly encountered than standard Arbeitsbücher.

Karlsruhe experienced sustained aerial warfare. The city’s official historical record reports that, by the end of the conflict, air raids had caused 1,745 deaths and 3,508 injuries. The population had been warned by sirens 188 times, with 100 warnings occurring during the final and most heavily attacked year.

The Kappler cards provide a personal dimension to this wider history. They document the effect of the air war on a named technical civilian and his household rather than focusing only on military operations.
